The Centre Region Council of Governments is accepting applications for the position of Director of the Centre Region Code Administration (CRCA) which serves six municipalities (population 83,000). The Centre Region is located in Central Pennsylvania and includes Penn State University’s main campus. It is a beautiful university community nestled in the green mountains of central Pennsylvania and has all the advantages of a university town including a wide variety of educational and cultural opportunities, Big Ten sports, world famous hunting and fishing, and many other benefits.

The annual budget is $1.9 million with 20 employees in three program areas: new construction, rental housing and fire safety inspections. Annual permitted commercial, residential and institutional construction value exceeds $140 million.

The Director is the Code Official as defined by the ICC and the Pennsylvania UCC. Duties include: issuing technical interpretations, budget preparation, financial administration, personnel management; mediating disagreements; and overseeing public education programs. A bachelor’s degree, preferably in engineering, architecture, or a related field, is required. Candidate must have a balance of strong technical and management skills and demonstrable supervisory, code administration, architecture/design experience.

DRAFT JOB DESCRIPTION (June 2, 2008)

JOB SUMMARY:  The Code Administration Director is the chief administrative and technical position for the Centre Region Code Administration Agency (CRCA), which is responsible for the building, housing, and fire safety programs of the participating municipalities.  The Code Administration Director is the Code Official, as defined by the International Code Council (ICC) as well as the Building Code Official (BCO) as required under Act 45, the Pennsylvania Uniform Construction Code (UCC).  This position is responsible for policy development and implementation, financial and personnel management, interpretation of the technical and administrative provisions of the code, and staff liaison to the Centre Region Code Administration Committee and the Centre Region Building and Housing Code Board of Appeals (CRBHCBA).

DUTIES AND RESPONSIBILITIES:  The duties described below are indicative of what the Code Administration Director may be asked to perform.  Other duties may be assigned.

1. Management

Provide professional and administrative direction to staff in dealing with complex or unusual building and housing issues; may involve assisting with field inspections.
Interact with agency staff to develop short and long-term goals and objectives for implementing an effective code enforcement program, including the establishment of benchmarks and performance measures to evaluate progress towards goals.
Perform functions of the Building Code Official as defined by the ICC and the UCC.
Organize and provide staff support for the Code Administration Committee and the CRBHCBA meetings.
Mediate and resolve disagreements between the customer and the Agency and within the Agency. 
Ensure that plan reviews, permits, appeal requests, and requests for information are handled in a timely and accurate manner consistent with Agency policy.
Organize the code review program including:  coordinating public comments, providing technical support to review committees; and, presenting proposed code amendments to the participating municipalities.
Prepare definitive interpretations on code requirements to staff, public, and the participating municipalities.
Ensure a current and accurate system for the receipt and recording of permit fees, and timely issuance of related permits.
Evaluate new building component materials and systems for compliance with applicable codes.
Oversee the development and implementation public education programs on the technical provisions of building and safety codes, and the administration of the Agency.
Represent the Agency to elected officials and outside agencies, and coordinates assigned activities with those of other COG Agencies, the participating municipalities, and local authorities.
Review and approve building plans and applications to ensure compliance with technical requirements of applicable codes, as required.
Conduct on-site inspections to ensure compliance with approved plans, specifications, and applicable codes, as required.
Participate as a member of the COG management team to:  accomplish short-term and long-range planning, address regional policy and program issues; and promote inter-agency coordination.
Prepare annual program plan, including the identification of agency goals and objectives, for review by Elected Officials and appropriate oversight committees.
Provide to the collection, analysis, and presentation of Agency performance information as may be requested by the Executive Director.
Analyze Agency policies and produce, identify, recommend, and implement improvements.
Proactively prepare recommendations to the Code Committee for the protection and enhancement of public safety and welfare.
Works in conjunction with the Executive Director and appropriate COG committees to assist in the evaluation and implementation of recommendations contained in a management analysis of the regional code administration program.

2. Personnel

Adjust staff organizational relationships and work assignments as necessary to accomplish required scope of services.
Direct the recruitment, hiring, training, supervision, evaluation, organization changes, and discipline of department staff within COG’s policies.
Coordinate staff training that promotes accurate and consistent code decisions.

3. Finances

Prepare annual budget documents for review by COG Executive Director and appropriate oversight committees.
Direct, control, and account for expenditures of Agency funds in accordance with budget appropriations.
Review agency operations and develop alternatives for more responsive and/or cost effective procedures and practices.
Monitor Agency fund balances and cash flow to ensure adequate revenues are available; report any major changes to Elected Officials.

4. Public Relations

Attends CRCOG General Forum, Committee and municipal meetings, as needed, and represents the interest of the regional code administration program.
Respond or arrange for responses to inquiries from the public.

5. Records

Maintain systematic, complete, and accurate personnel records.
Maintain the Agency’s compliance with Pennsylvania’s Open Records Law.

QUALIFICATION REQUIREMENTS: To perform this job successfully, an individual must be able to perform each duty satisfactorily.  The requirements listed below are representative of the knowledge, skill, and/or ability required at the time of hire or for the continuation of employment.

EDUCATION AND/OR EXPERIENCE

Bachelor’s degree is required, preferably in architecture, engineering and/or related field
Demonstrable experience in the management of the administration of codes, architecture and/or design is required
Demonstrable supervisory experience is required
A valid driver’s license is required.
Minimum three (3) years as a building code official per ICC is recommended.
Licensed architect or professional engineer is recommended.
ICC Certified Building Official (BCO) and Master Code Official (MCO) designations within two (2) years of employment are recommended.
Commonwealth of Pennsylvania Building Code Official (BCO) certification with in six (6) months of employment is required.

SKILLS AND ABILITIES

Ability to cooperate with elected officials, staff, and the public.

Ability to instruct and train other staff in methods and procedures.

Ability to maintain all types of records including staff personnel records and monitor budgets.

Ability to make hiring/promotional recommendations and decisions.

Ability to prepare performance evaluations and make recommendations regarding unsatisfactory employees.

Ability to respond to complaints and grievances in a professional and courteous manner.

Ability to apply mediation skills to the resolution of disagreements involving a range of topics and multiple individuals.

Ability to immediately respond to emergency situations (i.e. structure failures) regardless of time of day.

Knowledge of the principles, practices and functions of a comprehensive building inspection program including:  building, electrical, mechanical, plumbing, fire prevention and existing codes.

Knowledge of methods, materials, equipment, and generally accepted engineering practices in building construction.

Knowledge of evaluating new construction products and techniques to issue formal code interpretations.

Physical Environment

This position requires a person with reasonably good health because of the common necessity to work more than normal office hours.  Work will be accomplished in an office environment and will also include field visits to remote work sites, projects and inspections including hiking in field terrain in all weather.  Hours of work are as necessary to accomplish the responsibilities in leading the Agency.  There will often be longer than normal office hours, and may include evenings, weekend, and holidays.  Regular attendance is requisite to maintaining the position.
