2008 Centre Region Council of Governments Program Plan

Dear General Forum and Centre Region Citizens,
The Agency Directors and I are pleased to present the Centre Region Council of
Governments’ fourth annual program plan. The idea for the program plan was
suggested by the COG Finance Committee. It is intended to provide municipal
officials and the public with an understanding of:
• What the COG agencies do and what they accomplished in
2006.
• Where the COG agencies have been thus far in 2007, and
plans for the remainder of the year.
• Where the COG agencies are going in 2008 and beyond.
The program plan replaces the activity information contained in the annual
detailed budget. The Finance Committee believes that having the program
information in advance of the COG budget process will provide the municipal
officials with the information they need to make decisions about upcoming budget
proposals. It also alerts all of the municipal officials, at an early stage, to
the new activities and projects that the Agency Directors are proposing for
2008. This extends the time period for municipal officials to provide
comments or suggest other alternatives.

These are exciting times for the
municipalities and the Centre Region COG. Many COG programs and
projects are at the forefront of intergovernmental cooperation in the
Commonwealth of Pennsylvania. Current and former elected officials are to be
commended for working together to find shared solutions to common problems. The
discussions have sometimes been difficult and long, but in the end, elected
officials have found solutions that protect the interests of the participating
municipalities, while resolving problems of regional concern.
