JOB DESCRIPTION - REFUSE
& RECYCLING ADMINISTRATOR Refuse and Recycling Administrator – This is a great part-time (25-30 hrs/wk) job opportunity: flexible daytime hrs, a mix of office/field work, and the opportunity to develop professional relationships. Position is responsible for administering a regional municipal refuse and recycling contract for 12,000 customers. Pay commensurate with experience. Includes proportional medical benefits/vacation/sick leave. Candidates must have strong interpersonal and organizational skills, ability to write and speak in a courteous, cogent and clear manner, as well as a passion for the environment and civic responsibility. | Administer the contract between the COG and the exclusive refuse/recycling hauler to ensure compliance with its terms and conditions as well as with Township ordinances relating to the collection and disposal of municipal solid waste and recyclables. | |
| Receive, investigate, and resolve inquiries/complaints from customers, haulers, elected and appointed officials, and citizenry regarding the regional refuse/recycling program. | |
| Record customer problems and report unresolved concerns to the Executive Director. | |
| Manage the permitting process for regional haulers. | |
| Conduct special studies or projects relating to refuse collection, transportation, and disposal | |
| Attend meetings of the Centre County Solid Waste Authority (early evening) and the Centre Region Public Works Directors & Engineers Group. | |
| Receive and record contractor's monthly weigh slips for recyclable materials. | |
| Prepare recycling reports required by the Commonwealth of Pennsylvania. | |
| Prepare the annual program plan and budget documents for the refuse/recycling program. | |
| Administer refuse/recycling budget within approved guidelines. | |
| Coordinate schedules for holiday and bulk waste refuse collection between the participating municipalities and the contractor, and prepare and publish display advertisements in local newspaper; and prepare news releases. | |
| Administer the program that assists customers who are experiencing financial hardships. | |
| Coordinate the development, issuance, and review of bid documents relating to the regional refuse/recycling contract. |
2. Enforcement
| Serve as the designated agent and ordinance enforcement officer for the participating municipalities in the refuse/recycling program. | |
| Coordinate commercial recycling efforts by maintaining positive working relationships with the permitted regional waste haulers and the Centre County Solid Waste Authority (CCSWA) | |
| Identify, and as approved, implement efforts to improve the program’s participation rates and quality of service. This includes residential and commercial recycling as defined by the ordinances. | |
| Conduct field audits and investigations with both residential and commercial entities to determine compliance with municipal ordinances. | |
| Assist with the preparation of quarterly certified mailings to delinquent customers. | |
| Propose and design individualized refuse/recycling programs to bring residential and commercial customers into compliance with local ordinances. | |
| Prepare and file citations against offending parties and prosecute at the district magisterial court level. |
3. Public Information:
| Serve as contact person for issues and questions relating to the regional program via personal contact, e-mail and the telephone. | |
| Prepare and present program information to the COG Public Services Committee, municipal managers and other groups. | |
| Maintain the website for the refuse/recycling program to ensure it is current. | |
| Prepare information for billing inserts and other public announcements. | |
| Participate in educational opportunities relating to the refuse/recycling program. |
| Conduct field and outreach education to residents and commercial entities to explain the program and to identify and encourage efforts to obtain compliance with municipal ordinances |
4. Clerical:
|
Provide staff assistance to COG Office of Administration as needed. | |
|
Maintain varied refuse and recycling documents, records and related materials, sometimes of a confidential nature, and provide information from files. |
5. Other Duties:
|
Maintain recycling program for the COG building. | |
|
Assist COG Agencies and municipalities with their recycling programs. |
QUALIFICATION REQUIREMENTS: To perform this job successfully, an individual must be able to perform each duty satisfactorily. The requirements listed below are representative of the knowledge, skill and/or ability required at the time of hire or for continuation of employment. Excellent customer service skills are essential for this position.
EDUCATION AND EXPERIENCE:
| Minimum of a two year Associate’s degree from a university, community college, business school, trade or technical school in a relevant field. | |
| A minimum of two (2) years experience in project management or contract administration. | |
| A minimum of two (2) years advanced knowledge of PC, Windows, Microsoft Office, data management and record keeping. | |
| A valid PA driver’s license. |
SKILLS AND ABILITIES:
