In 2005 and 2006, College, Ferguson, Halfmoon, Harris and Patton Townships and the Borough of State College worked cooperatively to update the Centre Region Act 537 Sewage Facilities Plan. To complete this Plan Update, these six Centre Region municipalities worked with the Centre Regional Planning Agency (CRPA), Herbert, Rowland & Grubic, Inc. (HRG) and the University Area Joint Authority (UAJA) to develop a coordinated Plan to guide future sewage facility decisions in the community. The Adopted and Approved 2006 Act 537 Plan Update identified deficiencies within the UAJA’s collection and conveyance system and presented a schedule and estimated costs for upgrading overloaded segments. The following segments were identified as currently overloaded in 2006 based on the current Regional Growth Boundary (RGB) and Sewer Service Area (SSA) and would require structural solutions in the next five (5) years:
Since the adoption of the Act 537 Plan Update, the UAJA has further defined the appropriate structural solutions for these three interceptor projects. While the structure solutions for the Slab Cabin Run Interceptor and the Puddintown Road Interceptor are relatively simplistic due to single segment flow limitations, the structural solution for the Big Hollow Interceptor are more complex. Based upon input from the PA Department of Environmental Protection (PA DEP), the Centre Region has prepared an Amendment to the Act 537 Sewage Facilities Plan to address the implementation of these vital interceptor projects. The documents above summarize the Act 537 Plan and major recommendations contained in the 2009 Act 537 Plan Amendment for the Big Hollow Sewer Interceptor Overflow Mitigation Project.
